David M. Hoover is the founder of The Hoover Firm, LLC, and a criminal defense attorney with more than 17 years of experience representing individuals throughout Harrisburg and Central Pennsylvania. Throughout his career, Dave has focused his practice on protecting the rights of people facing serious criminal allegations and providing the honest, straightforward guidance clients need when their future is on the line.

As an experienced trial attorney, Dave has handled dozens of criminal trials and has built a career around defending clients against charges ranging from DUI and drug offenses to violent crimes, firearms offenses, sex offenses and homicide charges. He understands that every criminal case has the potential to significantly affect a person’s freedom, career, family and future. For that reason, he believes clients deserve individualized representation and direct access to the attorney handling their case.

Dave works personally with his clients from the beginning of their case through its resolution. He takes the time to understand the facts, investigate the circumstances surrounding an arrest or accusation and provide a candid assessment of the legal options available. Whether a case calls for aggressive negotiation, litigation of critical legal issues or taking the case before a jury, his approach is tailored to the specific circumstances and goals of each client.

Proven Trial Experience in Serious Criminal Cases

Dave’s experience includes successfully defending clients in some of the most serious criminal cases prosecuted in Pennsylvania. He has obtained not guilty verdicts in two separate first-degree murder trials, representing clients facing the possibility of life-changing consequences.

Most recently Dave obtained a full acquittal for his client in a Snyder County jury trial in Commonwealth v. Snook. The jury returned not guilty verdicts on every charge, including stalking, disorderly conduct and harassment.

While every case is different and past results do not guarantee future outcomes, Dave’s trial experience gives him a practical understanding of what it takes to prepare a case for court and defend a client when the stakes are high.

DUI and Roadside Testing Experience

In addition to his broader criminal defense experience, Dave has received specialized training related to DUI investigations and roadside sobriety testing. He is certified as both a Standardized Field Sobriety Test Practitioner and Instructor and has also received Advanced Roadside Impaired Driving Enforcement certification.

This training provides Dave with valuable insight into the procedures law enforcement officers are trained to use during DUI investigations. When representing clients facing DUI charges, he can evaluate how an investigation was conducted and examine whether law enforcement followed the proper procedures in administering roadside tests and developing probable cause for an arrest.

Experience Educating and Speaking About Firearms Law

Dave also has extensive experience speaking and educating others about firearms-related legal issues. Earlier in his career, he served as an attorney, speaker and presenter for a national firearms defense company. During approximately two and a half years in that role, he spoke at hundreds of seminars and presentations.

That experience further developed his knowledge of firearms law and the legal issues facing responsible gun owners and individuals accused of firearms-related offenses. At The Hoover Firm, Dave represents clients in criminal matters involving firearms and works to protect the rights of individuals whose Second Amendment rights may be at issue.

Dave earned his Juris Doctor from the Dickinson School of Law of the Pennsylvania State University in Carlisle, Pennsylvania, in 2007. He received his Bachelor of Arts degree in Political Science from Rider University in 2004.

He was admitted to practice law in Pennsylvania in 2007. Before establishing himself as a private criminal defense attorney, Dave served as a law clerk for Berks County and later worked as a Litigation Associate at The McShane Firm, LLC.

For more than 17 years, Dave has dedicated his career to private criminal defense representation and has handled a wide range of cases throughout Pennsylvania.

Outside the Courtroom

Outside of his legal practice, Dave is involved in his community as a volunteer youth sports coach. He values the opportunity to give back to young people and remain actively involved in the community he serves.
